Sažetak
У савременом друштву и држави приметно је делегирање полуга власти, посебно могућности примене принуде, што се уочава и у области приватног обезбеђења. Имајући у виду да је то нови приступ у пракси, он изазива одређене дилеме. Да би ниво поштовања људских права и слобода био на разумном нивоу током вршења овлашћења службеника приватног обезбеђења, морају се поштовати одређени принципи до којих аутори долазе апстрахујући правне норме. У циљу бољег разумевања односа овлашћења органа јавне власти и приватног обезбеђења, аутори су покушали да донесу одређене закључке применом упоредноправне методе. Највише контроверзи изазивају овлашћења која се примењују у пракси, а нису регулисана законом (обезбеђење лица места, регулисање саобраћаја и утврђивање присуства алкохола и других психоактивних супстанци у организму), па су аутори, помоћу методе посматрање уз учешће, покушали да пронађу најбоља могућа решења. Закључује се да је најбоље решење да се спровођење ових овлашћења регулише изменама закона.
